9 Eylül 1923’te kurulmuş olan Cumhuriyet Halk Partisi, askeri yönetim tarafından, 16 Ekim 1981 tarihinde çıkarılan 2533 sayılı Kanun’la kapatılmıştır. CHP’nin yeniden açılarak siyasal yaşama katılması, 19 Haziran 1992 tarihinde çıkarılan 3821 sayılı Kanun’la mümkün olabilmiş, Parti 9 Eylül 1992 tarihinde yapılan Açılış Kurultayı kararıyla hayata geçirilmiştir.

Bu yayında CHP’nin 1981 yılındaki kapanışına kadar geçen sürede, Kurultaylarca kabul edilmiş bulunan Parti Programlarına yer verilmiştir. 1931-1959 arasındaki 8 program, CHP İstanbul Milletvekili ve Birinci Ecevit Hükümeti Turizm ve Tanıtma Bakanı Orhan Birgit’in özel arşivinden, 1976 Programı ise TESAV Vakfı’nın arşivinden
alınmıştır.

CHP’nin ilk programı, partinin 1931 yılında yapılmış olan 3’üncü Büyük Kongresi’nde kabul edilmiştir. Ancak 1923 seçimleri öncesinde Anadolu ve Rumeli Müdafaa-i Hukuk Cemiyeti Başkanı Gazi Mustafa Kemal Paşa’nın 8 Nisan 1923 tarihli Dokuz Umde olarak bilinen Seçim Beyannamesi, programların ilki olarak değerlendirilmektedir.

Kitap, CHP önceki Genel Başkanı Altan Öymen ve Prof. Dr. Bilsay Kuruç ile Prof. Dr. Hakkı Uyar’ın CHP Programları ile ilgili değerlendirmelerini içermektedir.
