12 Eylül 1980’de gerçekleştirilen askerî müdahaleyle TBMM feshedilmiş, siyasî faaliyetler askıya alınmıştı. Bir yıl sonra, siyasî partilerin kapatılmasına sıra geldi. Millî Güvenlik Konseyinin 16 Ekim 1981’de çıkardığı 2533 sayılı Kanunla, siyasal yaşamda bulunan partilerin tümü kapatıldı. Herhangi bir mahkeme kararına dayanmaksızın yapılan bu işlem bir hukuk ihlâli, bir tarihi ayıptı.

11 yıl kapalı kalmış olan CHP, Son Genel Yönetim Kurulu’nun öncülüğünde sürdürülen yoğun çabalarla ve yıllar içerisinde başka partilere dağılmış olan tabanının coşkulu, özverili desteğiyle, 9 Eylül 1992’de yeniden siyasal yaşamda yer alıyordu. CHP’nin yeniden açılması, söz konusu hukuk ihlâline, işlenmiş olan tarihi ayıba karşı bir başkaldırı niteliğindeydi.
